DR CHRISTOPHER MALCOLM, LLB, LEC, LLM, PhD - CHAIRMAN, WOCAP FUND LIMITED

Dr. Malcolm is a Former Attorney General, British Virgin Islands; Director, Mona Law Institutes Unit, and Senior Lecturer, Faculty of Law at Mona, University of the West Indies; Executive Director, Street Law Caribbean.

He is an alumnus of Munro College; the University of the West Indies at Cave Hill; the Norman Manley Law School; the Centre for Commercial Law Studies, Queen Mary University London; and the UNCTAD Virtual Institute, in collaboration with the Universities of Barcelona and Chile, where he examined Legal Instruments of Economic Law and Regional Integration.

Dr Malcolm is admitted to practice in Jamaica, the British Virgin Islands, Dominica, and St. Lucia, and he has been Head of Legal Unit, Organisation of Eastern Caribbean States. His expertise and academic interests include Arbitration and ADR, Banking and Finance, Construction and Real Estate, Administrative and Employment, Corporate and Commercial, Regional Integration and Economic Development. His publications include the Jamaica Chapter in the World Arbitration Reporter.

 He has maintained special interest in matters involving Banking and Finance, Insurance and Securities, Corporate and Commercial, Construction and Real Estate, Administrative and Employment, Trade and Investment, Regional Integration and Economic Development, and general Contracts.

DONALD O. CHARLES, MANAGING DIRECTOR, WOCAP FUND LIMITED

Donald O. Charles is a Development Finance Practitioner and Economic Philosopher, and the Managing Director of WOCAP FUND Limited. He is a Harvard Business School Executive Education alumnus, holding certificates in Finance for Senior Executives; Marketing for Senior Executives; Private Equity and Venture Capital; and Corporate Restructuring, Mergers and Acquisitions; and he holds a certificate in Building Effective Financial Markets from the George Washington University International Business Program.

He is FCI trained in Domestic and International Factoring. He served as General Manager of the Antigua and Barbuda Development Bank and of the Bank of Antigua, and as Chairman of the Association of Development Banks of the Eastern Caribbean (whose members include the development banks of Jamaica and Belize). He was a team member of the World Bank Mission on the OECS Regional Tourism Competitiveness Project, and has spent three decades in consulting, commercial and development banking.

HAZEL WRIGHT O’CONNOR, MBA - INDEPENDENT DIRECTOR, WOCAP FUND LIMITED

Hazel Wright O’Connor is an Independent Director of WOCAP FUND Limited. She holds an MBA from Keele University, Staffordshire, England, and is the Executive Director of the Morris Entrepreneurial Centre at Northern Caribbean University. Her expertise is in MSME development, Lean Startup methodology, and strategic planning, and she has led incubator programmes and workshops in areas including climate change and starting a business. She brings a practitioner’s perspective on MSME development to the Board’s governance.
